David Morgan, PhD

Senior Technical Advisor 


Dr. David Morgan brings over 30 years of specialized expertise in biological control and Integrated Pest Management (IPM) to the ArcGen Pro advisory board. Most recently, David served as the Primary State Scientist in Biological Control for the California Department of Food and Agriculture (CDFA). During his 25-year tenure at CDFA, he was instrumental in establishing three major biological control facilities dedicated to producing the agents necessary to reduce agricultural reliance on conventional chemical pesticides.

Throughout his distinguished career, David has led large-scale programs to suppress devastating agricultural vectors. His work on the Glassy-winged sharpshooter and the Asian Citrus Psyllid involved the production and release of over 35 million biological control agents across California. These efforts provided critical protection for organic production and urban environments against threats such as Pierce’s Disease and the devastating Citrus Greening (Huanglongbing).

Beyond his work in California, David has served as a global consultant, assisting in the development of biological control programs in Brazil, Israel, and Cyprus. He holds an MS and a PhD in Applied Entomology from Imperial College, London, and conducted five years of postdoctoral research at the University of California, Riverside. David’s deep technical knowledge and proven track record in scaling sustainable pest management solutions are invaluable assets to ArcGen Pro’s mission.
